HSE Integrity
Health • Safety • Environment
At Tankopslag Assets B.V., safety is not a department—it is our operating DNA. We operate under the "Zero-Harm" mandate across every terminal, jetty, and pipeline in our global network.
The Foundation of
Our Safety Culture
The handling of liquid bulk petroleum products involves inherent risks that demand a sophisticated, multi-layered approach to safety management. Our HSE Policy is a living document, strictly aligned with **ISO 45001 (Occupational Health and Safety)** and **ISO 14001 (Environmental Management)** standards. Whether we are operating in the dense industrial landscape of the Port of Rotterdam or the expansive terminal networks of Houston, Texas, our primary objective remains unchanged: the protection of people, the environment, and assets.
We recognize that high-consequence industries require high-competence leadership. At Tankopslag Assets B.V., our HSE culture is driven from the top down. Every manager, from the terminal floor in Dordrecht to the executive suite, is personally accountable for the safety performance of their division. We empower every single employee—regardless of rank—with the **"Stop-Work Authority."** If a task is perceived as unsafe, any team member can halt operations without fear of reprisal.
Our 5 Golden Rules
-
01
Permit to Work
No high-risk task is initiated without a verified, site-specific permit.
-
02
Energy Isolation
Rigid Lock-Out/Tag-Out (LOTO) protocols for all mechanical and electrical systems.
-
03
Confined Space Entry
Atmospheric testing and standby rescue teams for all tank internal works.
-
04
Safe Loading/Unloading
Continuous monitoring of grounding, pressure, and vapor recovery during transfers.
-
05
Emergency Readiness
Bi-monthly drills with local fire departments and maritime authorities.
Process Safety Management
Implementing the Seveso III directive to manage major-accident hazards involving dangerous substances.
Asset Integrity
We utilize non-destructive testing (NDT) and automated tank floor inspections to detect corrosion long before it reaches critical thresholds. Our preventive maintenance software tracks over 10,000 safety-critical elements (SCE) across our Rotterdam terminal.
Vapor Control
Environmental protection is integrated into our handling. Our Vapor Recovery Units (VRU) ensure that hazardous emissions from gasoline and naphtha transfers are captured and recycled, maintaining the air quality standards of the Dordrecht region.
Spill Prevention
Our tank pits are equipped with secondary and tertiary containment systems. In the Port of Rotterdam, we maintain permanent oil booms around our jetties and 24/7 automated leak detection monitoring on all sub-sea pipelines.
Occupational Health
The "H" in HSE is frequently overlooked in industrial settings, but at Tankopslag Assets B.V., the long-term health of our personnel is a primary metric of success. We monitor noise levels, chemical exposure (VOCs, Benzene, H2S), and ergonomic stresses across all job functions.
In our **Asia** and **Houston** operations, we have implemented specialized hydration and heat-stress programs to manage the extreme climatic conditions. Our Rotterdam staff undergo annual occupational health screenings to ensure that their respiratory and cardiovascular health remains uncompromised by the industrial environment. We provide high-specification Personal Protective Equipment (PPE) that exceeds industry standards, ensuring that every worker returns home in the same condition they arrived.
Full HSE Governance Framework
1. Risk Assessment & Management
Every operational activity at Tankopslag Assets B.V. is preceded by a Task Risk Assessment (TRA). We utilize the "Bow-Tie" methodology to visualize potential threats and the barriers required to prevent them. By identifying both proactive barriers (prevention) and reactive barriers (mitigation), we ensure that our risk profile is always managed to a level that is As Low As Reasonably Practicable (ALARP). In our Rotterdam facility, these assessments are reviewed weekly by a dedicated Safety Committee comprised of both management and field operators.
2. Emergency Preparedness & Response
We maintain a comprehensive Emergency Response Plan (ERP) tailored to the specific geographical and technical constraints of each terminal. Our Rotterdam hub is integrated with the Port's unified emergency system, providing us with direct communication lines to specialized firefighting tugs and industrial hazmat teams. We conduct full-scale emergency simulations twice per year, testing everything from spill containment to medical evacuation (MEDEVAC) procedures. Our Incident Command System (ICS) ensures clear communication and decisive action during the critical first 15 minutes of any anomaly.
3. Contractor Safety Management
We hold our contractors to the same high standards as our internal staff. Our "Contractor Safety Portal" requires all external vendors to undergo a rigorous pre-qualification process, including a review of their past safety performance (TRIR) and insurance coverage. Once on-site in Houston or Asia, contractors are subject to constant safety audits. We believe that a terminal is only as safe as its least-trained individual, and we invest heavily in safety inductions for all third-party personnel.
4. Environmental Stewardship & Biodiversity
Our commitment to the environment extends beyond simple spill prevention. We actively work to minimize the carbon footprint of our terminal operations. This includes the installation of solar arrays on tank roofs and the transition to electric-powered pumping systems where feasible. In the Dordrecht region, we participate in local biodiversity projects, ensuring that our presence as an industrial leader does not come at the cost of the local marine and avian ecosystems. We monitor our groundwater and soil quality quarterly, providing transparent reports to the Dutch environmental regulators.
5. Continuous Improvement & Learning
Tankopslag Assets B.V. is a "Learning Organization." We do not just record incidents; we analyze "Near-Misses" with the same intensity as actual events. Every safety deviation is an opportunity to strengthen our systems. After any high-potential (HiPo) event, we conduct a Root Cause Analysis (RCA) and disseminate the "Lessons Learned" across our entire global network—from Rotterdam to Texas to Asia—ensuring that a localized error prevents a global incident.
HSE Compliance Statement
Tankopslag Assets B.V. hereby declares full compliance with all local, national, and international safety regulations, including the Dutch Working Conditions Act (Arbowet), the U.S. OSHA standards, and the Singaporean WSH Act. Our operations are subject to unannounced internal and external audits to ensure these standards are maintained without exception.
Committed to a Safer Future
"We don't just move products; we move them safely. Our HSE policy is the promise we make to our employees, our clients, and the communities we serve."
